Owing to shortage of tonnage the Colonial Government
is in a difficulty for coal for Goverment purposes, including the Railway. Military authorities in similar difficulties. In
these circumstances I am asked by the Governor to requisition
the S.S. TELEMACHUS", Wo Fat Shing Co, and S.S. "MORESBY",
Moller and Co, on six months charter to bring coal from Japan.
Request authority to act accordingly and that I may
be informed the rate of hire and whether charter party T. 99 may be prepared here. lavy requires Japanese coal and it is pro- posed to utilise this means of obtaining it.
